Copilot power cooldowns are now driven entirely by tiny debris dropped from enemies!

I mean... That's pretty self-explanatory, isn't it? I'm probably going to end up keeping some amount of time-based cooldown, if only to ensure that players get one single bomb or moment of invincibility. We'll see. It's another balance knob to turn.

So what's next? Let me just consult the list... Looks like new enemy pathing. And firing patterns based on the pathing. It's that or new visual flair, like a background or something.
